BOONE, Iowa—The Boone City Council has voted to approve the cigarette and tobacco permits for the two Flashmart/Circle K locations in Boone, but with a time limit of July 20th. Flashmart acquired the former Kum and Go locations late in 2018. Tobacco and cigarette permits and alcohol licenses received Council approval in early December. Tobacco and cigarette permits are issued annually July 1st to June 30th of the following year, but according to City Attorney Jim Robbins can have stipulations attached. The alcohol licenses will not be up for renewal until December. Owners from Dallas and Houston, Texas attended a special City Council meeting Friday and confirmed that Circle K signage is expected to be in place on the exterior by July 20th or earlier. However, inside remodeling won’t be completed until late summer. They did agree to the stipulations imposed on the permit. Besides the two locations in Boone the group also owns two former Kum and Go locations in Perry and one in West Des Moines.
