Council Approves Agreement With County To Participate in Overpass Project

BOONE, Iowa—The Boone City Council has taken action to officially approve a 28-E agreement with Boone County to participate in the cost of extending the Industrial Park Road (200th Street) when the Iowa Department of Transportation moves ahead with a proposed overpass for Highway 17 east of Boone.  The 28-E agreement is the formal contract that covers all the points proposed by Boone County in January.

The agreement commits the City to 40% of the cost of Industrial Park Road Project that would be included in the overall Iowa Department of Transportation Overpass Project.  The agreement puts an estimated cost on the county/city portion at $3.2 million.  That amount would be reduced with $1.7 million from the Union Pacific Railroad, paid to close grade crossings at Quartz Avenue and “R” Avenue.

Boone Mayor John Slight said the city would be responsible for up to $600,000 of the cost.  The agreement says that is the maximum amount.  Slight also said the City would receive $100,000 contributed by Fareway Stores, Inc. while Boone County would receive $250,000 from the Iowa Department of Transportation to take over jurisdiction of the portion of Highway 17 that would be taken off the state road system.  The $250,000 would actually be paid to the DOT by the Union Pacific Railroad to be applied to the overpass project and eliminate the grade crossing at “S” Avenue.

The Boone County Board of Supervisors still need to approve the agreement.

The Iowa Department of Transportation has the project scheduled to take place in the next three or four years.
