BOONE, Iowa—The Boone City Council has decided to withhold approval of the annual cigarette and tobacco permits for two Flashmart locations in Boone. The complete list of applications up for renewal was presented on the Council’s consent agenda Monday, but Council member Greg Piklapp asked that the permits for Flashmart be acted on separately. Piklapp said the council has supported efforts for community beautification and he felt that Flashmart had not been doing their part, particularly with the lack of signage at the two locations on Story Street, the former Kum and Go locations. The city has repeatedly sought information about the expected signage and nothing has been done. Flashmart has indicated the stores will be operated as Circle K outlets. The current tobacco permits are valid through the end of June. New permits take affect July 1st. The city has received numerous complaints about the condition and look of the two locations. Kum and Go sold the two Boone locations, two in Perry and one in West Des Moines to Im&Ay LLC in late 2018. The Council did approve the renewal of the cigarette and tobacco permits for all other applicants.
