Council Approves Contract to Reconstruct West Park Avenue, South Marion Street

BOONE, Iowa—The Boone City Council Monday night approved a contract to reconstruct and pave portions of West Park Avenue and South Marion Street.

During its March 20 regular meeting, the Council reviewed six bids and accepted the low bid, which was from Wicks Construction, Inc. According to Public Works Director Waylon Andrews the City is awaiting final approval from the Iowa Department of Transportation of a contract before the project’s estimated start and finish dates are announced.

The IDOT sought bids on behalf of the City to reconstruct and pave approximately 1,123 feet of West Park Avenue starting approximately 750 feet west of Westwood Boulevard to South Marion Street, and approximately 1,430 feet of South Marion beginning approximately 1,000 feet south of Madison Street.

The DOT accepted bids on Feb. 21 and the City received those bids, which were from:
• Wicks Construction, Inc. $1,285,239.00
• Concrete Technologies, Inc. $1,410,498.51
• Iowa Civil Contracting, Inc. $1,478,488.74
• Elder Construction $1,546,000.00
• Absolute Concrete Construction, Inc. $1,569,699.50
• Con-Struct, Inc. $1,808,336.00

Project engineering firm Short Elliott Hendrickson (SEH) of Mason City, concluded that the bids “appear to be balanced and reasonable.”

“They also appear to be both responsible and responsive,” project engineer Becky Schwab wrote in a letter to city administrator Bill Skare. “SEH recommends awarding the construction contract to Wicks Construction in the amount of $1,285,239.00.”

Wicks Construction is a full-service concrete contractor based in Decorah, Iowa, and serves the public and private entities across the Midwest. The multi-generational company has been in business since 1960. Wicks Construction done previous projects in Boone and Boone County.

The work was designated as a Surface Transportation Block Grant Project Federal-aid Swap Project under an agreement between the City and DOT that the Council authorized Mayor John Slight to sign.

The city already had over $1.6 million saved for the project and according to City Administrator Bill Skare, will not need to borrow funds for the construction.
