Ondrea Elmquist, Boone City Administrator, talks about budget preparation. It is that time of the year and she said it began with the City’s Capital Improvement Plan. She explained the process, identifying the capital projects that are active and others that are pending. She talked about funding and how many city reserves are designated for capital projects happening in the next couple of years. This year the plan is large due to infrastructure for the Daisy Plant.
