Black Hills Energy Welcomes Steven Lukan as Government Affairs Manager

GRIMES, Iowa—Black Hills Energy is pleased to announce that Steven Lukan has joined the company as Manager of Iowa Governmental Affairs.

Steven recently worked as the Executive Director of the Department of Veteran’s Affairs for the State of Iowa, a post held since 2017, having been appointed by Governor’s Terry Branstad and Kim Reynolds. Prior to this post, he served as Director of the Governor’s Office of Drug Control Policy. Before joining the executive branch, Steven served in the Iowa House of Representatives between 2003 – 2012, representing the area around New Vienna, Dubuque County. Steven is also a veteran of the U.S. Navy having served for four years. He earned a bachelor’s degree from Loras College and an MBA from Drake University.
